Why do some equality policies survive while others disappear?
This book explores the evolution of equality policies between the civil service and political parties, revealing the resistance, strategies, and alliances that influence their continuity. It offers a critical and necessary look at how gender equality is constructed—and tested—within institutional power structures.
Soledad Murillo, a sociologist, feminist, and university professor who held public office in the Spanish General State Administration, reminds us in her book, "Survival of Equality Policies: Between the Civil Service and Political Parties," who the first female civil servants were, how to access the civil service, and the steps involved in passing legislation. Drawing on her experience, she actively participated in the enactment of the Organic Law on Comprehensive Protection Measures against Gender Violence, a pioneering law in Europe that was passed 20 years ago. She challenges us to consider uncomfortable questions such as: What role do political parties play in the selection of public officials responsible for designing equality policies? Or how can mainstreaming be applied within a bureaucracy where the rigidity of its procedures, far from being a problem, is perceived as a merit?
