Two angels fly over Berlin, a city divided by the "wall of shame." They are visible only to children and the pure of heart. Powerless witnesses unable to change the course of events, they feel great compassion for humankind. One of them, determined to understand the feelings of mortals, falls in love with a young trapeze artist.
